WMH prepared a comprehensive Program of Requirements (POR) for the Commercial Vehicle Inspection Facility (CVEF) and Vehicle Management System (VMS) at the proposed Port of Entry toll crossing with Mexico. The State Route 11 (SR 11)/Otay Mesa East Port of Entry Project (OME POE) is a joint venture between SANDAG and Caltrans, in collaboration with state and federal partners in the U.S. and Mexico, to create a 21st century border crossing for the San Diego-Baja California mega-region that will enhance regional mobility and fuel economic growth and binational trade.
The proposed border improvements will provide fast, predictable, and secure border crossings by constructing a tolled road connecting directly to a new state-of-the-art Customs & Border Protection (CBP) Land Port of Entry (POE) and a California Highway Patrol (CHP) staffed and Caltrans owned Commercial Vehicle Enforcement Facility (CVEF). The proposed CVEF performs an integral function by providing commercial vehicle safety and weight inspections for all commercial vehicles that would be using the OME POE.
The CVEF for the new POE is a critical element in the efficient movement of commercial vehicles as they traverse the POE and enter SR 11. Unlike typical CVEFs located alongside freeways, all commercial vehicles will be routed through the proposed facility without bypass, so advanced systems will need to be utilized to streamline sorting and safety inspections and minimize queuing.
WMH prepared a Program of Requirements Report (POR) that serves to document the information and consensus gathering process that was undertaken as a cooperative effort with Caltrans, CHP, and SANDAG. This formal effort was utilized to gain information and achieve consensus on the necessary features and requirements for the proposed OME CVEF. The key elements were developed through a comprehensive process of defining goals and objectives; researching existing data and facilities; projecting future demands; and finally, achieving consensus on the recommendations through interactive workshops.
