A major milestone was celebrated in Solano County as officials and stakeholders gathered for the groundbreaking ceremony of the new Cordelia Commercial Vehicle Inspection Facility (CVEF) along westbound Interstate 80. The event, held on Friday, August 15, 2025, marked the beginning of a transformative infrastructure project led by the Solano Transportation Authority (STA), in partnership with Caltrans, the California Highway Patrol (CHP), and WMH Corporation (WMH).
The groundbreaking ceremony was well-attended, featuring remarks from Solano County Supervisor Mitch Mashburn, CHP Deputy Commissioner Ezery Beauchamp, and Caltrans Deputy District Director of Design Wajahat Nyaz. Their speeches highlighted the importance of modernizing freight infrastructure to support California’s economy and environmental goals. Leading WMH’s design and coordination efforts, Project Manager Sean Charles reflected on the achievement, noting that years of collaboration and determination made this possible, and that the engineering team is excited to see the design become reality.
The event was a celebration of collaboration, innovation, and forward-thinking design. As the project moves into construction phase, it sets a new standard for commercial vehicle inspection facilities across the state.
The new CVEF replaces the outdated truck scales originally built in 1958, which have long struggled to meet modern inspection demands. Designed to inspect up to 1,000 trucks per hour (a significant increase from 500 – 700 a day), the facility will operate 24/7, dramatically improving freight efficiency and safety along one of Northern California’s busiest corridors. The I-80 Westbound Cordelia Truck Inspection Facility will complete construction in 2029.
Key features of the new facility include:
WMH led the Environmental Re-evaluation (PA&ED), Final Design (PS&E), and is providing Design Services During Construction (DSDC). The project is being delivered through an innovative Construction Manager/General Contractor (CM/GC) method, allowing for greater flexibility and collaboration throughout development. CHP Lieutenant J. M. Stratton (retired) said “The collaboration between WMH and the CHP on projects has resulted in positive resolutions and ultimately, sound decisions. WMH Project Manager Sean Charles has instilled open lines of communication across all platforms, which assists the entire project team to be efficient and productive.
